How to restrict the user to click like or dislike only once per video even if the IP address changes

The like/ dislike ratio is incorrectly displayed because the sam euser can vote like or dislike from different IP addresses. Is there any way to restrict the user to vote once only despite of the IP change?

I don't see any other way to identify the same user other than IP. Do you have any idea? Please share.

Not even youtube has a solution to this problem.

Yes, cookie may be in addition to IP. We will add this when come to this part refactoring, will use a combination of IP and cookie somehow.
