Only tags without categories

My content is very difficult to clearly divide into categories, because each video will correspond to several. As I see it, the solution would be to abandon categories and use only tags for categorization. What do you think about it:
1. Allow only the administrator to assign tags for videos
2. place a column with tags instead of categories on the left side of the site

Please tell me:
1. how will this affect the SEO of the entire site?
2. How can I organize the selection of multiple tags?

for example, there are the following videos

video_1 (tag 1, tag2), video_2(tag2), video_3(tag 1, tag 3)

the user selects tag 1, “video_1”, “video_3” remain on the page, if the user also clicks on tag2, only videos that contain both tag1 and tag2 will remain, that is, “video_1”

I'm not sure why you can't use categories in addition to tags. It is normal that each video may have many categories, it doesn't need to be assigned to only 1 category.

With categories, this is supported by default in default theme in this URL:

On sidebar you can enable multiple categories and KVS will show you their video intersection.
