How to add a "free Membership" aside premium membership?

I have free videos in one category and premium videos in another category. If you want access to the premium videos you have to purchase via paypal. So far so good but I want also that my customers are able to open a free account on my website without having to pay, which does not give access to the premium content but allows follow up mailings etc.pp and the possibility to uprage any time to premium level.

I found the "internal token" billing option but it's only "upgrade"? Where can I allow simply new Users?!
